Best varnish for window sills

Hi What is the best thing to revamp wooden window sills ? Is it varnish or wood stain ? The plan was to just paint the window sill white, be it gloss or satin (probably satin). Window sills are usually made of wood that is often painte particularly in older homes. Over time the paint peels, fades or is discolored by moisture or mildew.
